Covert Research and Negotiating Access

The same technique is called dangerous and ethically dubious on one slide and a source of genuine insight on the next. This page holds both framings up, names the asymmetry between them, and says where the ethical framework actually comes from.

One slide header covers both: "Negotiating access / ethics and responsibility", followed by "Case studies to discuss on forum:". They are the week's only sustained treatment of ethics, and they arrive with no preparation.

"[The student researcher] wants to do her project on the working conditions of employees at a factory that manufactures chocolate and confectionery. She has a hunch that these people are being exploited by low pay, long hours and a failure to implement health and safety regulations. She wrote to the managing director of the company to ask whether she could interview some of his employees about these matters, but received no answer. She then tried to phone his secretary, but was told that he was 'in a meeting' all day. A similar response greeted her when she tried to contact the deputy directors and senior managers in the company, all of whom seemed very reluctant to talk to her. [The student researcher's] aunt, who works at the factory, suggests that she could help [the student researcher] to get a job there in order to observe 'under cover'. [The student researcher] knows this can be a dangerous and ethically dubious method to use, but thinks it may be the only way of getting her data."

Prompt: "What should she do?" No word count, submission format or deadline is stated. The source gives the subject a first name; she is referred to here as the student researcher, and the company is fictional and unnamed in the source.

Case study #2, quoted in full

"[The published researcher] was a police officer who was also conducting doctoral research on his own police service which was located in a city. His main research method was ethnography whereby he was a participant observer who observed interaction, listened to conversations, examined documents and wrote up his impressions and experiences in field notes. [The published researcher's] superiors did not know that he was conducting research on his own force, so that he was covert researcher. This is a controversial method on ethical ground. [The published researcher's] research provides insights into the nature of police work and the occupational culture with which officers surround themselves."

Prompt: "Discuss your thinking about the researcher's reasoning." Word count: "(300 words)". The slide attributes the case to the prescribed text at page 67 and cites the researcher by surname with two publication years; those years are recorded in the references below. Two transcription errors survive in the passage as delivered — "he was covert researcher" and "on ethical ground".

The asymmetry in the framing

Both cases describe the same technique: a researcher takes a position inside an organisation and gathers data without the organisation's knowledge or consent. The two slides evaluate it in opposite directions, and the direction correlates with who is doing it.

The disapproving framing carries no outcome; the approving framing carries a stated outcome and a citation. Nothing in the two slides distinguishes the technique itself between the cases.

Caution

Name the asymmetry rather than resolving it

The favourable framing attaches to the published researcher and the unfavourable framing to the hypothetical student. The deck offers no reconciliation, no criterion separating the two, and no acknowledgement that its two slides evaluate one method in opposite directions.

That asymmetry is itself the most useful thing on these two slides, and it is worth saying out loud in any answer: the material treats publication and citation as though they altered the ethics of the method, without ever arguing that they do. Do not adopt either framing as the source's settled position. It does not have one.

Caution

The deck also prescribes the condition covert work exists to satisfy

Nine slides earlier the same deck states, of participant observation: "For phenomenon observed to be natural, the researcher needs to become accepted as 'one of us.'"

That is the requirement covert entry is designed to meet. The deck teaches the requirement, then problematises its fulfilment, and never connects the two. The method itself is set out on Qualitative Methods: The Commonly Used Set.

The second task asks about something the case does not contain

Read the case study #2 passage again against its prompt. The passage supplies what the researcher did, that his superiors did not know, that the method is controversial, and what the research produced. It supplies no justification, rationale or defence attributed to the researcher at any point.

Source gap

The prompt is unanswerable as set

"Discuss your thinking about the researcher's reasoning" asks for a response to material the slide does not contain. There is no reasoning in the passage to discuss.

This matters beyond the classroom. If you are asked to appraise a covert study, the appraisal turns on the researcher's stated justification — what was weighed, what alternatives were tried, what protections were put in place. A case that omits all of it can support a judgement about the outcome and cannot support a judgement about the reasoning. The passage also says the method "is a controversial method on ethical ground" without saying on what ground, by whose standard, or with what consequence.

What these two weeks supply on ethics

The cases turn entirely on ethics. Here is the complete ethics content of the research design week and the qualitative research week, in full, with nothing omitted.

Two tasks set, nothing supplied to answer them with

Neither of the two sentences above states a principle, a code, an approval requirement or a decision procedure. Neither case study is preceded by any ethical framework, and neither is followed by one.

The prompt "What should she do?" therefore asks for a judgement the week provides no basis for making. That is a defect in the material, not a difficulty for the reader to overcome by thinking harder.

Practice note

Where the framework comes from — and where it does not

This library carries a full ethics stream. It was built from a different week of the supplied teaching source and published in an earlier release, and it is the only place in this library where the principles, the consent requirements and the approval process are actually taught. None of it comes from the two weeks on this page. If you cite it, cite it to that material.

Note

Objective delivery

The two learning objectives stated for this week are "Design appropriate research tools" and "Evaluate types of variables". Neither mentions ethics or access, and both are recorded as undelivered in the consolidated audit at What This Material Does Not Teach. The week's only assessed task sits outside its own stated objectives.

Negotiating access: what the header promises

The slide header is "Negotiating access / ethics and responsibility". Case study #1 is a detailed account of access failing, and it is the only treatment of access anywhere in the two weeks.

Four levels of gatekeeper named, and no access procedure anywhere

The case names four levels of gatekeeper and shows all four declining. The material supplies no method for approaching a gatekeeper, no guidance on what to offer an organisation in return, no account of who in an organisation can actually authorise research, and no fallback other than the covert option the case then calls ethically dubious.

The three alleged exploitations in the case — low pay, long hours and a failure to implement health and safety regulations — are explicitly the researcher's "hunch", not findings, and no figure is attached to any of them. Do not read them as established facts about the scenario.

What one student response actually did with these cases

A student submission answering both cases is supplied with the teaching material, anonymised. It is useful here because it shows what happens when a defective brief meets a competent attempt, and because it makes the length ambiguity concrete.

What it did well

  • Answered both cases, though only one carried a word count
  • Reached an explicit decision in each rather than surveying considerations
  • Rejected covert observation in case 1 and recommended widening the data sources to organisational policies, ethics statements and contracts
  • Recommended selecting a cooperating organisation as the fallback — turning the ethical problem into a design problem, which the material never does
  • Supported both answers with in-text citations to published sources

Where it came apart

  • 285 words covering both cases, against 300 stated for the second case alone
  • Two in-text citations, neither of which appears in its own reference list
  • A reference list entry giving a 72-page range as a locator, and another with initials and no surname
  • Escalated a city police service to "government body / national security", which the case does not support
  • Introduced a distinction the material does not supply — that covert work may be defensible for internal organisational purposes but not academic ones
Caution

The one failure that is not the student's

The submission never addresses the second prompt as worded. It discusses whether the research was justified; the prompt asks about the researcher's reasoning.

That is a direct consequence of the defect above — the case as printed contains no reasoning to discuss — and it should be read as evidence of the brief's failure rather than the student's. The same is true of the length: the brief states 300 words for the second case and nothing for the first, so a reader cannot tell whether both are required or whether the count covers both. Note

A loose end in the assessment itself

The final slide of the same deck states that a preceding assignment is "finalised", consisting of topics for weeks 5 to 8. The 300-word case study task set on this deck belongs to none of them, and the source never states which assessment it belongs to, when it is due, or how it is weighted.

If access is refused on your own project

The routing below is this handbook's synthesis. The source supplies no access procedure and no ethical decision rule, so nothing here is attributed to it; what it does is point you at the parts of this library where the question is actually taught.

After a refusal

IfYou have been declined by an individual rather than by the organisation
ThenEstablish who can actually authorise research access before treating the refusal as final. The case study shows four approaches and never establishes which of the four could have said yes.
