The word critical is doing real work in the first statement. The source names very few steps as critical and this is one of them, which puts limiting the scope on the same footing as choosing the question rather than below it as an administrative tidy-up.

The second and fourth statements set the criterion. Not is this interesting, not is this rigorous, but is it do-able given the resources available, and is it practicable and implementable. Those are delivery tests. The unfamiliar part is applying them to knowledge production, where the cost of a design decision is not obvious until you are inside it.

The supplied material describes a student undertaking an evaluative study inside her own workplace, on the same team as the participants. Because colleagues were a dependent group, access had to be routed through her university supervisor and her workplace director rather than through her. The ethics application went back and forth to the committee five times for amendments before approval, and the process took more than five months.

This is the only quantified statement about ethics approval duration anywhere in the supplied teaching material, and it comes from the hardest kind of application — insider research on colleagues. Write the exclusions as sentences, not as absences

    A number, not an impression. Then divide it.   3. Find the restrictions

    Whether you are limited in the kind of research you may undertake. Restrictions come from several directions at once — what your programme permits, what your organisation will allow you to study, what an ethics committee will approve without a higher-level review, and what data you are permitted to touch.

  4. Reconcile the three against the design

    The three answers together produce a ceiling. If the design does not fit under it, the design changes — not the ceiling. This is the point at which scope is actually limited, and it is the step the source calls one of the most critical in any research project.

Check before you proceed

Two checks on a scope you think is settled

First, apply the source's own criterion literally: is this do-able given the resources available, and is it practicable and implementable? Answer for the hardest single element of the design rather than for the design as a whole, because that element sets the ceiling.

Second, show the delimitation statement to whoever controls your access. If they can read it and confirm that everything inside the boundary is available to you, the scope is real. If they cannot, the boundary is currently a hope.
